By authority of the President of the United States, the Secretary of State has designated various categories of persons who are authorized to accept a passport application. One of those categories is the Clerk of the State Court of Record. Pursuant to that authority, in 1995 the Clerk of Courts for Clermont County began accepting passport applications as a public service.

You must always appear in person when applying for your first passport. A parent or legal guardian must personally appear and execute the application for a child less than 16 years of age. All applicants, regardless of age must appear in person to execute the passport application. A parental consent form is required for minors. All individuals, including newborns, are required to have a passport issued in their own name. The signature of both parents is required on all applications for minors under the age of sixteen if both parents can't appear, one parent may sign and submit a notarized statement of consent for the second parent
