By authority of the President of the United States, the Secretary of State has designated various categories of persons who are authorized to accept a passport application. One of those categories is the Clerk of the State Court of Record. Pursuant to that authority, in 1995 the Clerk of Courts for Clermont County began accepting passport applications as a public service.
The information listed is intended to answer only the most frequently asked questions. Passport applications and other related forms are available in the Clerk of Courts offices or through the U. S. Department of State.

Application Fees and Execution Fees cannot be combined into one payment.
Application Fees are paid to U.S. Department of State; checks or money orders for Application Fees should be made payable to the U.S. Department of State. Execution Fees are paid to the Clerk of Courts; checks or money orders for Execution Fees should be made payable to Clermont County Clerk of Courts (Execution Fees may also be paid in cash).

Do I have to Apply In-Person?
You must always appear in person when applying for your first passport. A parent or legal guardian must personally appear and execute the application for a child less than 16 years of age. All applicants, regardless of age must appear in person to execute the passport application. A parental consent form is required for minors. All individuals, including newborns, are required to have a passport issued in their own name. The signature of both parents is required on all applications for minors under the age of sixteen if both parents can't appear, one parent may sign and submit a notarized statement of consent for the second parent
Where Should I get a Passport Photo?
A color photograph is required, taken within the last 6 months. It must be 2” x 2” in size with the full face visible (not wearing glasses) and free of shadows with a plain, white or off-white background. Our offices do not provide photo services. Photographs may be taken and printed at CVS, Walgreens, UPS, Walmart, AAA or other photo labs.
What if I am 16 or 17?
Children 16 or 17 years of age will apply normally for an adult passport. Under 16 passports cannot be renewed, those children will either apply for an adult passport or a new Under 16 passport as appropriate.
Do I have to Renew My Passport In-Person?
If your adult passport is undamaged, issued in your current name, and is less than 15 years-old, it can be renewed online or by mail with the U.S. Department of State.
